A tragic incident occurred on Capitol Hill, Washington D.C., on Friday evening, resulting in the death of a city official. Talib Shakir, the Director of the Mayor’s Office on Returning Citizen Affairs, was killed when his scooter collided with another scooter. The accident happened at the intersection of 8th and Pennsylvania streets, Southeast, at around 6:50 p.m.
According to multiple sources, Shakir was pronounced dead at a hospital after being found unconscious and not breathing at the scene. A woman operating the other scooter was also injured but has since been released from care. The police investigation into the crash is ongoing, and it is unclear whether any criminal activity contributed to the accident.
Mayor Muriel Bowser’s office released a statement on social media, expressing deep sadness at Shakir’s passing. The statement read: “It is with deep sadness that we announce the passing of Talib Shakir, Director of the Mayor’s Office on Returning Citizen Affairs. We share our love, condolences, and prayers with Talib’s family and loved ones, the entire MORCA team, and all the members of our community relations teams who loved and learned from Talib.”
Shakir was a dedicated public servant who had previously served as Deputy Director of Community Relations within the Mayor’s Office of Community Relations and Services (MOCRS). He oversaw citywide constituent engagement, multi-agency coordination, and operational support. The Mayor’s Office of Returning Citizen Affairs, which Shakir directed, plays a crucial role in reintegrating former incarcerated individuals into the District, providing them with essential services and workforce training.
In addition to his work in city government, Shakir was also involved with Georgetown University’s Pivot program. His bio on the program’s website described him as a “natural polyglot” who learned multiple languages, including Arabic and Spanish, while incarcerated. This skill allowed him to connect with others and facilitate communication across linguistic and cultural barriers.
The community is mourning the loss of Shakir, who was widely respected for his dedication to public service and his commitment to helping others. As the investigation into the crash continues, the city comes together to support Shakir’s family, friends, and colleagues during this difficult time.
